This in between plane was something of a novelty to the gods at first.  It did seem to coincide with lesser gods being created in the Mortal Plane by the belief of mortals.  Some gods ventured to this Demi Plane, others just observed.  The gods did not quite know what to do with this oddity and so they and their divine assistants watched and waited.  From time to time beings from this intermediary plane would find their way into the Mortal Plane and some mortals their way to this one.  This did give some of the gods concern and so they tried to find out how this came to be and had great difficulty in this.  Somehow portals or pathways or cracks between the planes, or overlaps of the planes, seem to occur.  Some were obvious, most were not – as in there was nothing to let god or mortal know there was a portal there.  A poor, hapless mortal would just be walking thru the woods to get some firewood, nothing seems out of the ordinary, and then suddenly they find themselves in the Demi Plane, possibly face-to-face with some legendary being or creature, or in some exotic and/or mind-bending locale.  Early on some of the gods and their assistants were able to plug these portals should they find them.  However, the nature of this intermediary plane itself was tied to the belief of mortals and mortals began to tell stories about the very nature of this new plane that included the idea that these portals could just appear anywhere randomly and thus this came to be.  No matter how many holes the gods plugged up more would appear. Those gods that were concerned about all this then mostly resigned themselves to simply resume their monitoring of this plane. 

There has never been much of consensus amongst the gods as what to tell their followers, or what to do with the Demi Plane.  As the Demi Plane is so dangerous for the average mortal most gods would rather their followers stay out and have always told their followers to not seek out portals to this plane.  Some gods, making the argument that this plane has come to into being thru their creations’ (mortals) thoughts argue for allowing mortals to do as they will in regards to this plane, also pointing out that it is fairly rare for mortals to enter this plane, the vast majority never will, and to let this act of creation continue to mature and grow. 

Now in this world’s Second Age, the gods, being chastened by their War, just as they do not wish to toy with the magical energies of the universe they do not wish to toy with the planes all that much.  As far as telling their followers about the Demi Plane, as they no longer walk the mortal world it is easier for the gods not to have to answer questions of any kind, and what is told still varies based on the god and their particular agenda.

As to what the gods can do in the Demi Plane there are majority agreed upon rules as set forth in the Treaty of the Divine Plane (after War of the Gods).

The gods may have territories, like islands, which float thru the Demi Plane at the will of the god.

No harm to be done to the things that live in the Demi Plane, unless in defense (should ever that day occur). As in the Mortal Plane, a god may only do harm (punishment or binding) to their own followers, or the followers of a god or gods the first god has a compact with that allows them to do harm to the mortals of their compact partner(s).

Some of the gods, specifically the gods of Malice, use the Demi Plane to get out of the Gray Waste/Hell/Planes of Perdition and go on vacation.  Usually extended vacations – as in millennia.  Some gods have what range from vacation homes and chateaus to hotels and amusement parks – all matching the particular tastes and whims of the particular god or gods said properties belong to.

Gods cannot be killed in the Demi Plan (theoretically). 

Demi Plane legendary figures of great power cannot kill the gods (unless perhaps a lesser god??) and can certainly annoy the gods.  The gods do have the ability to alter the Demi Plane – anything from minor modifications of plants and creatures to larger modifications such as the Lords of War setting the Olive Grove in the Demi Plane and the Ameyan gods creating a sanctuary for their children here.  Other than for like significant modifications, which would now take a majority of the gods to give permission for, the general host of gods had concurred to leave the Demi Plane as it will be or else the gods will undoubtedly slowly turn it into another Divine Plane and one Divine Plane is enough.
